Surprise, his company was selected for the purchase for far below market value at $6.2 million and the development of the Melrose site at the Hub at Bergen Avenue and 149th street in the Bronx. Part of the very corrupt Bronxchester Urban Renewal Plan and the City’s South Bronx Initiative, all pork and insider dealing.

Again the Bronx politicians are selling cheap for the millions in tax credits and free land they give away. Arroyo sold out for a thousand and Lester Petracca is one of Cuomo’s top donors, giving $46,500.00.

Arroyo and Wedtech and more Financial Non-Disclosures and Romney Donor

Sabino Fogliano’s family still has some cash left over even after being found guilty of felonies concealing money in six bank accounts in connection with the notorious Wedtech scandal of the Bronx politics. He was the witness for the prosecution too.

It is an interesting note since reports of the Senior Arroyo’s recent and late declaration of almost $30,000 in alleged casino winnings in violation of State Ethics timeframe, Fogliano used the Wedtech money to pay “large casino debts”.

He gave CM Arroyo’s campaign $2750.

Rella M. Fogliano, which we could not confirm was his daughter or another relation, is the President of MacQuesten Development, LLC, she also also gave $2750. That’s $5,500 total.

Neither one of them has disclosed any employer on the financial disclosure forms as required. Yet her MacQuesten Development has millions of dollars in business dealings with the City. You may say well CM Arroyo cannot know every single person who donates to her, even if it was $2750, so how could she know the employer?

Look, here they are together cutting the ribbon on a very large use of public funds.

Just one project alone was $26.6 million, the Rev. Dr. Fletcher C. Crawford Apartments included this package of City and State funding:
The development was funded through HDC’s (LAMP) Program. HDC provided $13.4M in tax-exempt bonds for the construction financing, $3.6M from its corporate reserves and $4.6M in subsidy. HPD contributed $2.8 million through the Low-Income Rental Income Program and $2.1 million in HOME funds; NYS Division of Housing and Community Renewal (DHCR) contributed $3.7 million in Homes for Working Families (HWF) and provided $8.7 million provided in Low-Income Housing Tax Credit (LIHTC) Equity.

Now, in case you think that she cares about the poor and working class, and is helping out in the Bronx because she is very compassionate and sincere, she donated $2500 to…. Mitt Romney for President in 2011. So that is how these people are. You cannot make this up.

But some come cheap. Rella Fogliano gave Cuomo’s campaign $36,000. Which certainly helps in the decision of millions of dollars in public bonds and funding for the various developments in NYC and Westchester they are profiting on.

Of course she is of a certain caliber, of a restaurant she said: “The bouillabaisse was light. Tasty but light. The wine by the glass did not have a great selection.”

The U.S. Witness in Wedtech Case Admits He Concealed Income
Published: October 14, 1988

A Westchester County contractor who testified last summer for the prosecution in the Wedtech trial pleaded guilty yesterday to state charges that he failed to report more than $8.5 million in personal and corporate income from 1984 to 1986.

The contractor, Sabino Fogliano, 62 years old, owner of the Sabin Construction Company, was said to have concealed the money in six bank accounts that prosecutors asserted were used to pay for personal expenses, including large casino debts.

A spokeswoman for Mr. Kuriansky, Sonya Hoover, said Mr. Fogliano was scheduled to be sentenced next March 1. The counts against him and his company are felonies, each punishable by up to four years in prison or, for the corporation, a fine of up to $250,000.

In 06/30/10 she lived at the richmond plaza place when she got 125$. What is her real address?

Building Management Associates, Inc. (formerly SEBCO) operates the Faile street address, it is a HUD and Section 8 housing with certain requirements. It is not the kind of place you can easily move in and out when apartments are so desirable. Also it is not a place that you are allowed to have more than one apartment and still maintain that.

RIVER PARK BRONX APARTMENTS is now owned by a subsidiary of OMNI. So how can this Signature Gatherer for Council Member Arroyo claim two different addresses in a span of 2 year for apartments that are highly regulated and structured and claim the original one again?

Because as is well reported in the community Arroyos reward people with apartments in their housing complexes and threaten seniors with eviction if they do not vote for them. Another petitioner claimed the 40 richmond plaza address too, Luis Vargas, and was paid again this year like Betty was and he was paid 635$ this year. In this form they claim the same Richmond Terrace address and the same apartment.

This post will explore a number of “homemaker” and “House wife” donors who gave over that amount, read more to see why that might raise some questions despite the important work of taking care of family and home.

According to the law Employment and Business Dealings with the City have to be disclosed by Contributors.

If the husband of a wife who is a real estate developer with projects that need funding and approval from the City Council donates instead of her then he does not have to make the same disclosures.

Things that make you go hhhhmmmm.

Touran Weissman is married to Neil Weissman who is the head of the Jackson Development Group who partner with Peter Fine and his ATLANTIC DEVELOPMENT GROUP and is also a principal with M&B Capital Ltd. She is listed as donating $1,000 to the current campaign and is listed as a “Housewife”, is this a way to evade scrutiny of the favors done for the developer?

Neil Weissman himself donated $250. Joshua Weissman gave $500. And employee Guido Subotovsky gave $400, he is also President of Azimuth Development Group LLC. And also the brother of Hugo Subotovsky, the Architect that did free work and was not paid by former Borough President Adolfo Carrion leading to a $10,000 fine and scandal and Carrion leaving DC to haunt the Bronx again.

Sandy Rad of Oyster Bay is listed as a “Homemaker” and donated $1000 to Arroyo’s campaign. Jacob Rad, her husband and President of Amber II LLC is listed as donating $250. In 2008 Jacob did contribute $2750. Over the years he has changed his stated Affiliation between Jackson Development, Amber Consulting Corp., Amber II LLC, and just leaving it blank.

Another Rad, Benika Rad of Great Neck Long Island is also another listed “Homelaker” who donated $4,000 to Ruben Diaz on May 18, 2012. There are a number of Rad’s that contribute generously to the Bronx politicians.
The interlocking and different names and entities and attributions are meant to deter people from finding out the truth and seeing the level of connection and corruption going on in the Bronx.

Fort Independence Neighborhood Association researched some of these dealings of the RAds and the Weissmans years ago.
They link to articles and lists of donations in the tens of thousands of dollars influencing development then.

Amalie Ceen from Manhattan, is listed as a “Housewife” too. How does her interest in Arroyo come about?

Maybe because her husband is Adam Melnick and according to the NYTimes his father is an owner of M. Melnick & Company Building Construction in the Bronx, which specializes in lucrative developments.

The clients of M. Melnick &; Company include South Bronx Community Management Corporation
and Neighborhood Association for Inter-Cultural Affairs, Inc NAICA. You read about NAICA recently who hired Arroyo’s nephew Ricardo Izquierdo as a Social Worker of some sort, but they did not disclose his qualifications or salary rumored to be over $80,000, the one who did not snitch and took the blame for the scandal of corruption and did a year in jail for stealing public money to help himself and his political family. Has he paid the restitution he was sentenced to do? We’ll let other reporters look into that too. NAICA also gets public money. Not incidentaly Melnick and Company’s other client is the Ridgewood Bushwick Senior Citizens Council, founded by creepy perv corrupt Vito Lopez, and even he runs on. This is how it goes down, the big time developers and real estate interests get some local puppets, buy the local elected officials with bones jobs here and there and manage the empire and they get their zoning and millions in public funding from our money with no scrutiny.

And the South Bronx Community Management Corporation? Maria del Carmen Arroyo lists on her resume a stint as it’s “Volunteer” Executive Director. It is where Izquierdo embezzled the money. It is described as a “slumlord” by the Village Voice. By the way, Madelyn Lugo was and is the Controller for South Bronx Community Management Company Inc. The one who oversees the finances.

She is also Chair of the National Puerto Rican Day Parade, in the news recently for accepting culturally insensitive advertising with Coors Light and being unable to account for tens of thousands of dollars. The Attorney General has launched an investigation.

Arroyo also tried to get South Bronx Community Management to take over a HUD property that another of her high level contributors at Fox y Garcia Management let deteriorate, with the involvement of NAICA. That whole story is covered in Crain’s.

There are so many things wrong here. Every angle and person leads to a whole new direction and den of thieves. Investigate and report. Send more tips.

Exclusive: Campaign Season Arroyo Mailing Violates Rules

Look what came in the mail to residents and future residents of the 17th Council District. This is a photo of an “Update” newsletter that was sent to thousands of voters. As you can see it is from City Council member Maria del Carmen Arroyo, who is also a candidate for City Council.illegal arroyo mailer

There are serious regulations about how and when lawmakers can use public dollars to send mail if they’re running in an upcoming election.

The newsletter contains four photographs showing Arroyo. But the rules do not allow this. According to NYCCFB rules, it is prohibited, whenever it is sent.

On the NYCCFB’s web site, on the page titled “2013 Restrictions on the use of Government Resources”, it says:

Even if they fall into one of the above exceptions, mass mailings distributed within 90 days of an election using government resources must not:
• Contain a picture of a candidate

Her mailer hasFOUR of her/

• Contain campaign-related, electioneering, or promotional language

Just read it.

• Contain contact information for the public servant’s campaign

She does not even have a website.

• Be distributed outside of the public servant’s district or covered area

It was mailed it seems to current and future voters of the 17th District.

The City Council Speaker office appears to coordinate and create these mailers and send them. Is Quinn violating elections rules on a massive scale? And Arroyo get away with yet another indiscretion?

Yankee great does not, in fact, live on Lafayette Ave. in Hunts Point. But he, a Giant defensive end and a top sportscaster allegedly signed her ballot forms.

Signatures from Maria del Carmen Arroyo’s petitions include many apparent forgeries, including “Derek Jeter Jr.”

Future Hall of Famer Derek Jeter, New York Giant defensive tackle Rocky Bernard and top sportscaster Joe Buck all live at a rundown, six-floor walkup at Lafayette Ave. in the South Bronx.

That is, if you believe petition signatures submitted by ethically challenged City Councilwoman Maria del Carmen Arroyo.

Arroyo’s team gathered 3,863 signatures — far more than the 450 she needs to make the ballot for her re-election bid — but her challenger is disputing 3,437 of the signatures.

And two pages in particular are Exhibit A and B in the challenge.

One page is filled with signatures that appear to be forgeries, including those of Jeter, Bernard, and Buck — though it is unclear if the Buck signature is meant to be the sportscaster or the fictional character at the center of iconic New York film, “Midnight Cowboy.”

Another page of signatures collected by a different campaign staffer features identical handwriting on every line.

Residents of the Hunts Point think the petitions are blatant forgeries.

“I’ve never seen Jeter here,” said resident Juanita Velasquez. “Only on my wall.”

The 46-year-old independent voter was appalled that Arroyo would allow the apparently bogus names be submitted.

“It’s outrageous,” Velazquez said.

The volunteers that flagged the names work for Julio Pabon, the upstart candidate hoping to unseat Arroyo.

If all the flagged signatures are tossed, Arroyo will fail to make the ballot by about 25 ballots, a nearly unpredecented development since the number of required signatures was decreased in 2010.

Pabon and Arroyo are running to represent the 17th District, covering parts of Hunts Point, Morrisania, and Highbridge. Pabon said the allegedly faulty autographs show a contempt for the system.

“It’s almost like they are playing with a marked deck and that is not fair,” Pabon said. “If she had been doing her job, responding to the needs of the community, there would be no need to have Derek Jeter or Tom Jones on these forms.”

Betty Julien, the paid witness who collected Jeter’s script, says she never met the star, or entered the Lafayette Ave. building. But she defended the signature on the petition.

“We stand on the street and ask people if they can vote,” Julien said of the collection process. “We write down the address of the building they came out of and ask them to sign.”

Julien was paid $640 to collect signatures for Arroyo over four days last month, city records show.

“It must have been people joking around,” she said of the names.

Perhaps, but someone apparently added the suffix “Jr.” to the Derek Jeter “signature,” perhaps realizing the star’s name would draw attention. Jeter does not, in fact, have a son.

Arroyo denied blame, saying she never personally checks her petitions, leaving it up to campaign staffers. But even she was surprised that the Yankee captain is on her team.

“Come on, that doesn’t say Derek Jeter. Really? Really?” Arroyo asked when confronted about the names.

The eight-year incumbent is countering the claims by challenging the 2,500 signatures Pabon collected.

“It’s part of the process,” Arroyo said.

The Board of Elections will rule on the signatures as soon as next week.

The ballot controversy is just the latest ethical charge against Arroyo. Both she and her mom, Assemblywoman Carmen Arroyo have long been accused of nefarious dealings in the past, including funneling money to family-run nonprofits. And Arroyo’s nephew was convicted of embezzling $115,000 from a nonprofit founded by the assemblywoman.
